Registering as a PPCC vendor

The Vendor Register of the Public Procurement and Concession Commission was developed to achieve the following objectives: enhance efficiency in public procurement; increase the level of participation of businesses and companies in public tenders; facilitate the implementation of the Small Business Act intended to promote the growth of the Liberian-Owned Businesses; formalize the informal sector of the economy and improve tax compliance and revenue generation. Only businesses and companies listed in the Vendors Register will be eligible to participate in public procurement.

Registration on the PPCC Vendors register for Companies and Businesses

Companies and Businesses desiring to register can obtain the Vendors Registration Form free of charge and submit the completed form along with all supporting documents to the PPCC office on Capitol Hill and obtain a PPCC delivery receipt. The application does not cost any fee. The required supporting documents are:

  1. Articles of Incorporation or Partnership Agreement (not applicable to sole proprietorship)
  2. Business Registration Certificate
  3. Central Bank of Liberia Clearance (insurance companies & brokers only)
  4. Copies of Professional Certification (consulting services only)
  5. Liberia Business Association (LIBA) Membership Certificate (Liberian-owned businesses only)
  6. Liberia Medical and Dental Council (hospitals & clinics only)
  7. LMHPRA Certificate (drug stores & pharmacies only)
  8. Manufacturer’s Authorization (auto & specialized equipment dealers only)
  9. Ministry of Justice Certificate (security firms only)
  10. MoH (restaurants & health NGOs only)
  11. MPW Construction Contractor Certificate (construction, supervision, & architecture firms only)
  12. Proof of Membership in a Professional Organization
  13. Proof of Owner’s citizenship (e.g. Passport)
  14. Recent Financial Statement (for the last year of operation)
  15. Social Security clearance
  16. Tax Clearance
  17. Vehicle Registration & Insurance Certificates (car rental companies only)
  18. Warranty/After Sales (auto & specialized equipment dealers only)

PPCC Vendor Registration for Individual Consultants

Individual consultants desiring to register can do so by obtaining the Individual Consultants Registration Form free of charge and submit the completed form along with all the supporting documents to the PPCC office on Capitol Hill and obtain a PPCC delivery receipt. Consultants in the counties may submit their completed Individual Consultant Registration package in a sealed envelope to the office of the Superintendent and obtain a PPCC delivery receipt. The application does not cost any fee. The required supporting documents are:

  1. Central Bank of Liberia Clearance (insurance brokers, only)
  2. Copies of degrees, certificates, etc. from Education and training
  3. Copies of Professional Certification
  4. Proof of Bank Account Signatory Authority
  5. Work Permits for non-Liberian nationals
  6. Proof of Membership in a Professional Organization
  7. Proof of Citizenship (must be a government-issued identification. E.g. Passport)
  8. Social Security Clearance
  9. Tax clearance

Location to receive the Vendors Registartion Form

The Vendors Registration Form can be obtained from any of the following sources

  • PPCC office on Capitol Hill
  • Offices of various business umbrella organizations
  •           Offices of County Superintendents
  • The Bureau of Small Business Administration of the Ministry of Commerce and Industry
  • The PPCC online Vendors Registration website at www.ppcc.gov.lr/vr. The registration forms and instructions are in the middle section of the page under the heading VRF Downloads.

Keeping Business Information Up-To-Date

The PPCC will update vendors on an ongoing basis. Vendors that have registered onto the Vendors Register should ensure that they furnish the commission with changes to the status of the information initially provided as and when the information changes. It is the vendor’s responsibility to ensure that the information reflected on the Vendors Register is correct and up to date at all times.
